I would assume that since Wally West has already appeared as a 2 drop, his next version will be a 4 drop, or a 5 to match with his Anti-Matter version.
Hero's Welcome Has to be the Big Money Rare. I can't Imagine they would make a more powerful card along with Supes, and Hero's Welcome. Looks like I'm buying 4 of these babies off Ebay
With Ollie and Hero's Welcome revealed, the JLA gets a lot more definition.

That's my best guess. I honestly don't think that any character other than Wonder Woman (and possibly Aquaman) will have multiple JLA versions, just because I think they'd be wary about making Ally too powerful for exactly that reason. And short of a second version of Superman (which I doubt) or BOTH Vibe and Vixen, or the inclusion of Tomorrow Woman - I don't see the JLA having more than 27 characters.

Ok ... with the Atom, the 'other' person with that Identity got the ident of The Atom Smasher I believe ... also, it let's me stick him at the end ... or near the top in this case ... still one extra slot up there ... I'll include the other version of Hawkman for now ... One possible 'shift' would be calling him "THE Martian Manhunter" ... that would give room to include the 4 Detroit people as long as you only have 1 MM for the JLA and Hero's Welcome is the 'first' support card.
Which means ... likely no Detroit Crew [I don't see them include only 'part' of the team].
I don't think any other charecters have used the name Martian Manhunter so the name would likely be Martian Manhunter as opposed to J'onn J'onzz.
As for right now, while Ally IS good, it doesn't seem like it is too broken yet, so I can understandably see if they release multiple incarnations of the same charecter.

BTW, which writer made Plastic Man so prominent? He was one of my favorite charecters...

True, but J'onn has had a number of identities ... Bloodwynd for example.
Unless they go with "The Martian Manhunter" he could only get a single drop on the JLA team as "Martian Manhunter" ... and that would also mean no Kyle Rayner either.

Just added her ... needed to see the name. Since it starts with 'S' had to put it between Ollie and Supes ... so Ray Palmer <> The Atom became just 'Atom' [although The Atom could work ... just fits better near the top]

I believe it was still the Morrison run of JLA ... When the JLA started taking in more members, Plas came in ... and he stuck around a lot longer than anyone else outside the big 7.
Plastic man is right now being elevated to new highs (IMHO) by Kyle Baker - of Cowboy Wally, Why I hate Saturn, You are here Fame, and the Superbaby sucking udder in the elseworlds special infamy...

I think J'onn having an identity is ridiculous, because, come on, he's the freaking Martian Manhunter, it's who he IS - but I can't think of anybody else who fits in that area between Firestorm and Katar Hol. Maybe Gypsy?
Y'know, UDE could instead put all of the Green Lanterns, Batman, Barbara, Huntress, etc. (anyone with another affiliation) towards the end of the set in the Legacy content.
Hal, John and Kyle could all be GL/JLA instead.
Sounds like something they'd do just to screw with our heads. :)

Actually, The Atom was a DC Golden Age hero and a member of the JSA. He died at the hands of Extant in Zero Hour.
At first he didn't have powers. He was just a skilled fighter trained by Wildcat. IIRC he was later exposed to radiation by Cyclotron and may have gained super strength.
Atom Smasher is the grandson of Cyclotron (I think). He was originally called Nuklon and was part of Infinity Inc, a team comprised of the children of the members of the JSA. He later adopted his current costume and name as an homage to his godfather, the first Atom.
