OK, this one turned out way more difficult than I anticipated, so I'm throwing it out.
Dr. Destiny impersonated Green Lantern; Green Arrow figured it out; and the clue was that his "power ring" affected something yellow.

Well... at least I got part of the question right. I didn't think of Ollie tho, I was thinking of the original JLA, pre-Ollie.
As for the new question, I'll go with Dr No. I figure, it was an adaption of the movie version of Bond, and that was the first movie (aside from the american TV movie, "Casino Royale", which was altered quite a bit, and the char was refered to as "Jimmy" Bond.) And you almost always ask a question centered around the 60's era of comics. Nothing wrong with that, I'm just pointing it out is all.

Ollie was the JLA's first non-charter recruit, you know. And this story was from JLofA #5, the first issue after he joined.
