Essentially, at the beginning of turn an agent Power Action's to turn Oracle's dial. That agent receives that power for the duration. The beginning of the turn has passed, no other agent may Power Action that turn. Even if you wanted a different fig to have the same power, the 'window' has passed.
It does reign in the ICwO abuse. One of my players had constructed a team based on an assumption that you could successively Power Action; that prospect would have been frightening.
Maybe if the wording Once a turn had been added in, it would have been clearer? Something to think about.
I personally didn't feel it was necessary to suddenly make it so that this power action ended the beginning of the turn sequence. As HC1234 said, this needs to be FAQ'd immediately.
What was clear to me is that there was no reason to have multiple figures take a power action to gain the use of Oracle's Outwit or Perplex. Once her dial is "turned" (even to the same click), the other agent loses the effect of Perplex or Outwit.
The only time this could possibly have any significance is if one or more Agent was set up to Poison an opposing figure and needed to Outwit a damage reducer. After doing that at the beginning of the turn, another Agent could then take on Outwit or Perplex to use during the "move and attack" part of the round.

When you give another Agent a power action to click Oracle's dial...even if you click it to the same power...the first Agent's use of Oracle's powers ends.

So only one Agent can have access to Oracle's powers at a time.

I'd say that's more pending. Hair10 has indicated both ways on this.

That said, it isn't that frightening though. Look at post 162 for the limited uses of it. (Or clixer11's post.)

I agree with you. This would also curb future Feats/BFCs/and powers which might occur at the beginning of the turn. In the future the designer's would need to factor this aspect into the cost which I'm sure they did not do with ICWO. Plus imagine if a TA like Outsiders had required a power action to use. This would mean either use Outsiders or Oracle. You couldn't use both. And especially if it was a TA that cost a power action...imagine how that would curb the TA. You would never want to build a team with that TA since only one character could use the TA a turn. This ruling would curb future creativity in terms of Feats/BFCs/powers/etc.

It also has implications for Earthquake and Outwit.
