When I run my games, or play in tournaments I don't let the opposing players change their free actions once they have been declared. Not only do I believe this to be supported by the rules, but is also an ethics issue.
Once a player declares he is using a free action such as Outwit and Perplex to either cancel or modify a power or ability, that free action hasn't only been declared, but resolved. No take backs.
I play regularly with a guy who constantly wants to change to his free actions, and in a very un-sportsman like way; e.g. He declares he's going to Outwit Iron Man's Running Shot and declares he's doing so. Action resolved. Iron Man's RS is countered. He'll then declare that he is attacking Iron Man. So I state ok, I have a 17 DV with Impervious, you have a X AV and need a X on the dice to hit me. Then he'll attempt to take back his Outwit from my Running Shot and state he'll Outwit my Impervious instead.
At this point, he'll want to argue that since he hasn't taken another action since Outwit action, he can take it back and change it. He does this numerous times a game. I have played other people who have done this as well on a regular basis.
Once an action a free action such as Outwit and Perplex is declared, it is automatically resolved, and this can be backed up by the rules book.
Simply put, it's a game and should remain fun. When it stops being fun (and forcing someone to stick to a move they didn't want wouldn't be fun for me) then there isn't a point in playing.

It's not just a game at the World Championships. It is a Championship for a game. Championships are w/o a doubt the one time a game isn't for fun. If it was for fun it wouldn't be the World Championship. It's sort of odd to hear a former RA take that stance.

Well said. Obviously, this George fellow knew what his opponent was planning on doing which is why he had him place the token. It may have been completely legal, but it doesn't mean that it wasn't a dick move regardless of whether it was the Worlds or not. If you are being that cutthroat while playing Heroclix, then you have obviously lost sight of the reason for playing the game in the first place.

I play the game casual and friendly at the store even with prizes on the line. I can't begin to fathom why this should be the playstyle at Worlds.
If I had paid 78$ to get in the door and another 26-28$ to play I sure expect the rules to be enforced as written. Take-backs don't apply in tournaments with 100$ minimum buy-ins.

I'll just say that Alan might have been harried, but he has not been harmed. What George did might not have been "nice," but it was certainly legal and valid.

Hm. Thank you for the play by play, Harpua. I was watching and reporting while the match was going, and for the life of me could not figure out what happened (and couldn't hear what the players were saying).
Any home game, even most of the Gencon tournaments, this would be an easy takeback...but in the finals of Worlds with 4 judges and a bunch of spectators watching...as soon as that token went on Metron, Metron was done moving. While George might've handled it "professionally" instead of casually, I think it was important to do so, given the level of the competition.
As far as the original topic, I think I agree that, for Perplex and Outwit, a little leeway is allowable even in high-level play, and I'm totally guilty of doing "I outwit running shot....oh, wait, he's pushed, I'll outwit blah blah blah". But as soon as the next action is delcared, even if it's another free one, the previous one is set in stone.
It is because you know that the rules do not allow the move to be taken back at that point. Would you as the Judge of the Finals of the World Championship (and the RA to boot) have allowed a take-back to happen?

Well, let's see... I paid $78 to get in the door and more than $28 to play various games, so there was no "buy in" to get to Worlds. You paid to play in an event... it just happened to be Worlds. You can't include the con price because there's soooo much more than playing in Worlds.

Absolutely, as long as both players agree to it. It's there game, I was just the referee. In this case I would cite nbperp's "passive judging" rule... don't actively interfere unless there is a need to do so (namely, the players asking you to).

I am at a disadvantage here. I have only experienced Gen Con through the Realms, but I have read enough to understand your point. But 3 of the 4 days during the Vendor and Exhibit Hall hours are spent playing in the World Championship (maybe only 2 if you rocked day 1). This is a major portion of the Con. I'll compromise with you and say half the entrance fee.
