Come to think of it, didn't Hydra have their own Hydra-Cap years ago? And a Hydra Thor and a Hydra Hawkeye and a Hydra Spider-Man.
I seem to recall Spider-Man running into them when he (Spidey) was looking for info regarding the Red Skull's connection to Peter Parker's resurrected parents.
Maybe it's that guy after-all.
Also still trying to figure out why Chthon would work FOR NaziCap, honestly. I mean, Chthon is a near Galactus-level threat, last time I checked, though I could easily be wrong (Elder God of Evil and all that)... and him taking orders from Rogers while possessing Wanda seems off, at best.
Or to paraphrase Ursa from Superman II, "Chthon doesn't take orders, she gives them!"

He's a Darkhold Redeemers level threat.
Basically able to be thwarted by 3 basically unpowered humans, only 1 of whom has any combat skill.

Well, considering the whole High Evolutionary event/plot during the late 80s (?) when he tried to possess Wanda and her reality-warping powers then, it always seemed that Chthon was a higher grade adversary than that. Like, Shuma-Gorath level of "Oh ####!" and whatnot.
Still seems a bit odd he's playing a flunky, though.
But, so you don't think I'm all negative, I actually do buy one thing out of this story (possible spoilers):

Just saw the meeting between NaziCap and Magneto, and I actually believe Magneto's reaction considering NaziCap is offering Mags a homeland for mutants to avoid persecution, as well as the severed head of the Red Skull to boot.
So yeah, I can buy Magneto going "Okay, sounds good, stay out of our way and we'll stay out of yours," with that.

I believe the characters you're talking about are the Super Hydra Agents that appeared in JMS's run just before the start of The Other.
I don't think they've been seen since then. I also don't think we ever saw them out of costume, so I don't know if Militant actually looks like Steve Rogers or not.

I think you're giving the Darkhold Redeemers way too much credit. They never actually fought Chthon, iirc. Usually it was dealing with the aftermath of normal people who found the pages.

Which is the greatest threat he's ever presented outside of possessing Quicksilver.
And frankly, I think Switchblade was a lot more dangerous than Chthon possessed Pietro anyhow.
he's a threat too dangerous to actually get loose. he's never actually gotten out during the marvel age, which is a good thing. he's a plot device more than an actual character

Galactus has been so watered down in power-levels & brain power over the years, he just does not come off as a huge threat anymore.
Maybe the Steve Rogers walking around in fatigues is one that split off from Cap when Cap was shunted through time, including the future. He was about to make a decision and that's when he suddenly came back to his own time-line.
