Try to get teams in by the 6th. I'd like to put games up on the 7th. If you don't have a team in by the 7th, I'll put up games on the 8th. bluestun send your team to pupulesurfer.
With respect to everything Cap does, please get those teams in asap. Bluestun, I will have to use your previous lineup if I don't have it by tonight at 11:59pm PST.

Then play can proceed as if it were a regular match. If neither player posts, then the Commissioners will make an executive decision about how to handle this.

At what point do we reset everyone back to brand new teams? I was thinking about this the other day and wanted to know so I can plan upgrades accordingly
Assuming you spend only 50xp to upgrade, you unlock all of the dials for that character up to 90 points (40, which you paid to draft Old Man Bruce, + 50 xp = 90). That means you could access ffbtas101r (50 pts), btas001a (50 pts), btas040e (60 pts), btas028 (75 pts), or btas047b (75 pts).
You wouldn't be able to access the Caped Crusader, who is 100 pts, or btas040 (125 pts).
You have 2 ways to get access to the Caped Crusader:
1. First, you could spend 60xp to upgrade Bruce Wayne (40 + 60xp = 100). That would give you access to every BTAS Batman dial of up to 100 pts.
2. Alternatively, you can spend 50xp to upgrade Bruce, giving you access to every dial for the character up to 90 points.
Then you upgrade again, after earning more xp, which will presumably be easier because you have access to more dials with better stats. Note that upgrades cost a minimum of 50 xp. Even though the most expensive BTAS Batman dial is 125 pts (btas040), which is only 35 points away from 90, you'd still have to spend 50xp on the upgrade.
So follow up question. Can a fig only be upgraded to the figs next to it?
Example: H Batman/Bruce Wayne/Batman, Caped Crusader (BTAS) CS-40 Bruce can be upgraded to Batman and Batman, Caped Crusader
N Catwoman {BTAS} CS-40 Catwoman cannot be upgraded because there are no other figs listed

BTAS Batman is listed as "Batman/Bruce Wayne/Batman, Caped Crusader (BTAS)" to clarify that those dials all represent that particular character. The "CS-40" only indicates where someone would start out if he drafted him, i.e., the lowest-point carded version of the character. If you have the RP, you can upgrade to any version of BTAS Batman.
BTAS Catwoman is listed as "Catwoman" because, while she has 2 dials, both of those dials have the same name. (And, again, the "CS-40" means that someone who drafted her would have to start with the 40-point carded version, which is her lowest-point version.) If you have 50 RP (the minimum cost for an upgrade), you can upgrade Catwoman (i.e., get access to both of her dials).

No.
You don't have access to all Batman/Bruce Wayne/Caped Crusader figures. You only have the ones that are from the Animated Universe.
