If UDE treats the property right (LOL), then the Lantern legends would be Hal, John, and Alan.
Kyle and Guy would be the semi-legends.
But.......

I would reverse John and Kyle. Kyle has a massive following, almost as big, now, as Hal's, not to mention that Hal, Kyle, and Alan have the most history and mythology around them, now. If we're going for popularity over recognition, Kyle would definitely be major.
Though, if I could only have one, I would totally want Alan Scott. I suspect that would not be the case.

Yeah, I guess Kyle has become somewhat popular (BTW, isn't he dead?). I'm a fan of John's so I am a little biased, I tried reading Kyle's book but it was not that good. Mosaic was a much better book.
Considering that I do not know where DC is now with GL continuity makes it difficult for me to consider Kyle a "legend" on par with Hal, Alan, and yes, John Stewart. These are the GL's I read about and grew up with so for me these 3 are a no brainer.
Hopefully UDE will at least satisfy the Hal Jordan fans with some good drops and support cards!

He's also hanging out with the Challengers of the Unknown [Jason Todd, Donna Troy, "Bob", and now The Jokester apparently. Kind of DC's answer to the Exiles.

I'm waiting to read the Sinestro War stuff until it's out on trade, so I just know what I've seen in Countdown and the Search for Ray Palmer which seems to pretty much gloss over the whole Sinestro thing.

I believe that, since Countdown goes on a week-by-week basis, a great deal more time has passed in Countdown than in Sinestro Corps, which came and went sometime, I think, between week 30-40.

Nope, I'm in Tulsa, OK, leeching off the remaining VS fumes from TAWC.
Kyle's not dead at the moment, in GL or in Countdown. I know more, but don't want to spoil anything for folks who want to read Sinestro Corps in one sitting.
And I think Countdown is weak because they've described it as the 'backbone' of the story of the DCU this year. There are dozens of spin-offs that fully flesh out the multitude of stories in Countdown -- some of which are good, some of which are not so much -- but the main book itself is bland and uninspiring because it tries to do too much.
As much as I'd like to see a Legendary Alan Scott, I'm sure he'll be saved for a GL or JSA refeature, which really only leaves Hal, Kyle and John as major Green Lantern Legends in the JLA. Since this set is JLA and Titans and only Kyle has been on both teams, I'd give him the edge if UDE decides to go with only one. (And because he was boned in the JLA set!)
However, I'd much prefer to have some sort of Identity Legend, where any Green Lantern could use certain plot twists ... perhaps a Willpower-type concept without the keyword.

So, I still think Hal should be the Legend even though Alan is the Golden Age Lantern and Kyle is more powerful and has a lot more going on with him than Hal.

There are a lot of different stories going on. Basically:
Jimmy Olsen -> Has developed super powers he can't control
Mary Marvel -> Has the power of Black Atom, and is being manipulated by Eclipso
Challengers of the Unknown -> The Monitor dubbed "Bob", along with characters that "shouldn't be" like Jason Todd, Kyle Rayner and Donna Troy are searching for Ray Palmer, the original Atom. Along the way they picked up the Jokester, one of the heroes in the universe with Ultraman, Superwoman and Owlman, etc.
Piper and Trickster -> Two Rogues on the run after the death of Bart Allen. Both were reformed and keeping an eye on the other Rogues at the time, but they couldn't stop the rest from killing Bart. Now they are on the run from the Suicide Squad.
Countdown to Adventure -> Spin off. Adam Strange is back on Rann, but has been replaced by a hot headed actor from Earth that is giving the people "what they want" which is mindless violence. It is connected to that thing they thought they destroyed in 52. On Earth, Starfire is without her powers and living with Buddy, who also has weird things going on with his powers [similar to the problems that Vixen has been having in JLA]. Finally, the Monarch [aka Captain Atom] and the Forerunner [an assassin created by the Monitor's that has switched sides] are building up an army to go against the Monitor's, recruiting people like the JLAxis from one of the alternate universes.
Countdown to Mystery -> There is a new Dr. Fate on the block and he's going to have to deal with Eclipso eventually.
Karate Kid and "Una" -> Triad Girl is singular for some reason, and Karate Kid has some form of the OMAC virus in his blood and he has to find out why, but also, what to do with it.
Death of the New Gods -> They are dropping like flies, and while there are some cuts to Darkseid, it doesn't really explain why it's happening, there is an upcoming spin off to deal with it directly.
The Monitors -> One Monitor went Rogue and killed Duella Dent, the Joker's daughter. The reason is that she was from a different Earth [she was in fact the Jokester's daughter, she was raised by the Riddler and "Three-Face" as well, thus the last name Dent (her mother's) and why she alternated between Joker's daughter and Riddler's daughter] and the Monitor [with a GUN!] killed her. Another Monitor [Bob] saved the day before Jason Todd could also be killed. Bob has turned his back on the other Monitors, and is trying to save the multiverse "his way", while the rest have been convinced that they have to use force [which at first meant the forerunner, but now means the Shadow Creatures] to ensure that the integrity of the multiverse is maintained.
Amazon's Attack -> The former Catwoman [not Selina, the other one] and Harleen Quinzel [formerly Harley Quinn] are both in a "refuge" for Women, that is run by Athena, and have passed the test and been alowed to trek to the island to continue being trained as Amazon's. There appears to be a sinister purpose [they are holding holding Oliver Queen hostage, and Athena has apparenlty been making deals with Desaad.
Darkseid -> There are constant cutaways to Darkseid who has a chessboard with the various characters on it, as he observes people doing just what he expects/wants them to do. Still quite cryptic at the moment, but Desaad has been busy.
