Oh, I don't know. I bet we could easily get a Kryb. They made an action figure of her, after all, and Lanterns are all the RAGE these days.
Besides, if you had told me a year ago that they would make a character named Bi-Beast at the behest of an individual named Turdburglar, I never would have believed you.
For me, it's "the Fury" of Captain Britain fame / obscurity. He's probably too tough to make (it killed all of the superheroes in its home dimension), but the real reason is because...well...who cares about the Fury other than me?

Due to the Blackest night popularity, most of Green Lantern's main villains from the first 3 decades of Green Lantern comics...The Shark, the Tattooed Man, Goldface, Evil Star, Sonar, Myrwhydden, Kronos. It appears Green Lantern will only be going with the new characters.
Giant Surtur from the Surtur saga. We already have a small Surtur and I doubt we will see another Thor extravaganza. Probably the same with Ymir.
Also the Black Bishop Harry Leland, and the Cobra. Don't have any specific reason but they should have been made long ago.
The Tornado Tyrant, Kanjar Ro, Professor Amos Fortune, Brain Storm and the Demons 3, half of the main Justice League villains from 3 decades of the Silver Age. Tyrant is a colossal figure, the Demons 3 won't be made if they are not on 1 base, and the rest probably won't show up if they don't make the next set and they are not on Boneyard's list which is usually pretty good.
Want: The Ringer
Why he won't be made: I mean he's really pathetic. Look him up sometime if you want a laugh. I have no idea why I like him. The poor guy didn't even want to continue to be a supervillain.
He was in Superman vs. Muhammed Ali. It was one of those over-sized "tabloid" comics, like Superman vs. Spider-Man or Batman vs. Hulk etc.
Man. I loved that comic when I was a kid oh so many years ago. I think I stole money out of my dad's coin jar to buy that sucker. It's okay he was going to buy cigarettes with the cash anyhow.
