I may have missed this if it was mentioned in one of the other Book of the Skull threads, but, between the beginning of the turn Free Action until the Power Action to pick up the Hammer (or for the rest of your turn if you chose not to pick up the hammer), what is that hammer considered to be for game purposes?
I'm honestly not sure. Maybe a resource? By the way BoS is written, the hammers don't become relics unless you let the automatic pickup portion laps.
It's sort of like the Utility Belt items. What are they considered while attached to and used by the Belt? They're not relics unless you play them as relics or turn them into relics via Belt.
Also, what is Monkey Joe or the gargoyles while they're attached to their "masters"? They aren't characters until you place them on the board via their master's power.

They must be relics or the auto-pickup wouldn't be a relic roll and Splitlip wouldn't effect it.

True. But I think that was one of the points of argument as to why Splitlip shouldn't work with BoS.
If they are relics, they're still worth zero points unless you let the automatic pickup laps. You initially pay 3 points to activate a lost on BoS. You then score 3 pts for KO'ing someone with a hammer because BoS instructions say that's how much you get. I suppose you might be able to extrapolate that that's how much the hammers are worth individually but I think that would be incorrect.

Don't remember if it was this thread or not but when talking about Old Man Logan an Orange said they were a 3 Point Relic.
They probably did but by going by the wording of BoS, I don't think the hammers have a cost. You pay 3 pts for hammer slots and when you KO someone with a hammer the book instructs you to gain 3 points for each hammer equipped. But that doesn't necessarily translates into the hammers being worth 3 points.

Am I correct in thinking if you use Splitlip and try to pick up a hammer from the Books of Skulls using a free action you don't automatically succeed on the roll?
I'LL FORGE YOUR WEAPON, YOU $#@*&%: Friendly characters can use free actions instead of power actions to make a relic roll and modify their roll by +1 if not already modified by this effect.
Equipping a Character - At the beginning of each of your turns, you may remove a Hammer from The Book of the Skull and place it in the square of a friendly character that is at least 5 squares from any starting area. Also, once per turn you may give a character a power action and remove a Hammer from The Book of the Skull and place it in a friendly character's square that is at least 5 squares from any starting area. Whenever a Hammer is placed in a character's square, that character may immediately use Quake as a free action. If the friendly character is given a power action to place that Hammer on its character card this turn, the roll automatically succeeds and the Hammer is considered to be "equipped" to that character and that character can use its abilities as listed on the Hammer's card. Unless specified otherwise, a character may only be equipped with one Hammer. If the friendly character does not place the relic on its card this turn, then for the remainder of the game, it is a relic as described on its card.

Option 2) Use Splitlip - Cost is a chance to miss the relic roll. Benefit is that it's a free action and +1 to your 1d6 roll.
However, should you miss with your free action roll by using Splitlip's special, then you will still have an opportunity to give your character a power action and automatically succeed with your relic roll.

That might be the way you look at it, but the ruling has already been passed down that SplitLip works with the book so you don't need a power action or a roll to get the hammer.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

Seems that were changing the game to fit the ruling, rather than changing the ruling to fit the game.
My personal opinion is that they shouldn't be able to work together, it just adds more cheese to the plate and speeds up the game and becomes more of a power player scene...which is one of the main complaints of this game.
