Actually, it doesn't matter if the TKer is based, because the range attack is made as if the TKer was at the square the object he is using to attack is.
But, if the object is based, then the TKer won't be able to use it to attack, because you can't use objects with TK in a close combat situation
As someone who plays with the Humanite, I know all too well. As soon as you are based, you cannot make a ranged TK attack. You still TK your allies around or TK your opponent to another square, but for some reason, you can't throw stuff at them.

Here's another scenario, and I looked and found no precedent.
Doom outwits HSS on Dawnstar with Damage Shield, Dawnstar now can't use Damage Shield, and Ultron attacks. Because Doom outwitted HSS, Damage Shield don't take effect and Ultron takes no damage. Now I can understand why Doom wouldn't get an AST, but does he get a DFD for preventing damage to his fellow teammate? I see no difference between this and say, outwitting poison. On the same note, what if someone with Dissent outwits Mystics.

I would think you would get a DFD but not an AST. You kept your teammate from taking damage (DFD), but the attack still would have been possible therefore not garnering you an AST.

Yeah it is a good question...I'm trying to think of an analog for it and the closest I can think of is like someone outwitting Poison and preventing damage...would that warrant a DFD...has that happened to anyone?

I don't think that's accurate, and I remember someone (I think it was fastcat99) who used Mento against me to range attack with an object, although Mento was based.
The rules say that the character makes a ranged combat attack as if it occupies the square occupied by a non-held standard object. If the object is not adjacent to an opposing character, the range attack is legit in my opinion.
Attacking with an object using Telekinesis (option
3). To attack with an object using Telekinesis, choose an object 8 or fewer
squares away and a target opposing character 8 or fewer squares away;
the character using Telekinesis must have a clear line of fire to both the
object and the target, but the object does not affect line of fire to the
target. Make a ranged combat attack as if the character using Telekinesis
were in the square occupied by the object (as shown in Figure 20) and had
a range value of 8. The object used in the attack is destroyed, even if the
attack fails or is evaded.
