this was the first title to do a special who's who in DC comics.... title, Sub title, number, and why it ties into my post??

Superboy and the Legion of Super-Heroes #202, and it was a 100-Page Super-Spectacular.

the 100 page is correct.. the name and # is not... think who's who as the ol' marvel encyclopedia and not major team-up

I'm not sure what you mean by that. Superboy & The Legion of Super-Heroes #202 featured "Lore of the Legion", with illustrations of each individual character (by Mike Grell, later used for Slurpee cups and Archive covers) with data on real name, home planet, origin, powers, and even whom they were dating. If that's not the right answer then I'm stumped.
