Hello ,
Your assumption is correct. Splitlip turns the Power action to make a Relic roll into a Free Action. That combined with the fact that the Book of the Skull effect automatically makes the roll succeed, means that with Splitlp you characters can acquire hammers without being given action tokens.

Just in case you can use the 2 effects for the book, 1st hammer and then 2nd hammer on different characters and they both get the hammers for free.
Got some input about the intent and am happy to say that Splitlip and the Book of the Skull are intended to work together. His free action does satisfy the Book's equip requirement. What I said earlier can be disregarded. Have fun!
