Hello ,
Your assumption is correct. Splitlip turns the Power action to make a Relic roll into a Free Action. That combined with the fact that the Book of the Skull effect automatically makes the roll succeed, means that with Splitlp you characters can acquire hammers without being given action tokens.

Does the above mean that because of Splitlip's power combined with The Book of the Skull; we don't have to use a power action for the relic roll and we get the relic as a free action without having to roll?

Just in case you can use the 2 effects for the book, 1st hammer and then 2nd hammer on different characters and they both get the hammers for free.
