Try adding up all the Batman Enemies currently available in Restricted. That might equal 428.

umm no, there is alot in arkham. and there is red hood and batzarro so its not that

O.K. does it somethihing to do with 2-face? 428/2=214. Or is it 72 which would be the point cost for Bruce Wayne?

To build on my esteemed colleague's post, the Green Lantern in question was John Stewart; and I'm pretty sure Firebrand (Dannette Reilly) and Lady Quark were there, too.

I admit, I forgot to mention which GL it was. Also, tho, I thought Firebrand and Lady Quark showed up after the first attempt. I'm most probably mistaken. It's been awhile since I read COIE and with so many things happening at more or less the same time within the story, I might have missed those two in the first go around.
I am fairly certain I have the rest of the group correct, tho possibly with one missing, that'd be Harbringer, tho I think she was busy getting ready to kill the Monitor.

Mr_JTR, all of those you listed are correct, but you're two shy of the whole batch. CuCr, one of your additional guesses is correct, but you've both left out one last member of Monitor's recruits.
