And you know, I never think of Weather Wizard as a Superman bad guy. He just seemed out of place in that group.
Well, he had fought Superman and Flash on the Superman animated series that preceded Justice League. And there weren't a lot of other Superman bad guys they could use; I'm pretty sure they never did Prankster, Terra-Man, or Atomic Skull on S:TAS, and Luthor and Brainiac were unavailable for obvious reasons. Could have used the Parasite, I suppose; don't know why they didn't.

I always think of the Superman comicbook character before any of the animated versions, and the same goes with his list of personnal bad guys.
Besides which, they could have taken the time to bring in another villian who hadn't been on any of the JLA/JLU or on S:TAS.
Than again, I hate what they did with Doomsday on the JLA series. Tho, the animated movie version of Doomsday was good, tho most of the storyline stunk.

Not really; it was the Superman Revenge Squad. If he had never appeared on the show before, what would he have been getting revenge for?
Stuff like that happens all of the time. Take the Batman series of the 60's. How often did we see any of those bad guys show up before they were not only bad guys, but out to get Batman? Never explained why these guys, like Riddler, were after Batman in the first place.

No... I'm just comparing to show how the lack of any real background being given has been done before, and often, so it would not of been overly difficult for the people who wrote the episode in question for the JLA cartoon to have used a new (to the series) character on the Superman revenge squad.

Would you be referring to the time Kalibak appeared as one of the Superman Revenge Squad (along with Toyman, Metallo, Live Wire, and Weather Wizard)?
No, I mean when this character appeared, there was no mention whatsoever of either Darkseid or Apokolips, basically making this version of the character not part of Darkseid's Elite(in the DCAU at least). Also, sorry for taking so long to answer this question, I wasn't online for awhile after posting the question.
