I think you're referring to Captain Thunder, the one-shot character from Superman #276, 1974. The acronym THUNDER stood for elements of nature whence the Captain derived his powers: Tornado, Hare, Uncas, Nature, Diamond, Eagle, Ram.

Yup, the actual story was suposed to intoduce Captian Marvel to the DCU, but last minute DC decided against using him, but kept everything the same except a slight change in the costume and tweaks to the story.

That was a lucky coincidence on my part. Someone recently ordered a custom Clix of Captain Thunder from me and I had the comic out for reference; it was still in my mind.
