The implication is that if you aren't the doctor or the guide and you're targeting the cop, chances are you're up to no good.

If you're really the mafia misdirector/blocker, you'd target the cop. If you were really the cult leader, you'd target the cop.

Since there are lots of reasons to target the cop if you're bad, and few (ones that you pretty much denied) reasons to target the cop if you're not, it is easy to assume that you are bad.
