Well, Penguin's article mentions that Arkham is getting another legacy card (and a location searcher, at that). So, it looks like the oldest teams might be getting more than one legacy card.
He's not insane, I agree. He's not the kind of legacy card that sets toes a-tapping. But in the long-term, I imagine he'll actually be good for Arkham.
Their choices at the 3-drop slot were always a bit iffy, and Penguin is a solid addition. He helps cycle for later turns, and there are a lot of decks out there that get punished by him. If a deck doesn't run many locations, they're probably making an extra discard, and if they do, they have an annoying choice to make.
Fans of Arkham discard decks finally have an on-team choice other than Riddler, and in general there's a new, solid 3-drop. He's not re-making the game, but he's a decent option.
I wish they'd made Penguin a 2-drop 3/3 with the same effect. That'd be playable.
INTERESTING to note, however- Penguin is one of the few cards that can be detrimental to your opponent's board. IF you can drain their hand and then play him on your initiative, they'll be left to decide between playing a resource or playing a character... (unless they have a Location...)

This is very true. He aids the discard theme of Arkham nicely that way, but he's too little too late for that.
Plus, he conflicts with Riddler, one of the few other characters to support that theme.
It has to be some sort of error of them getting the preview posted. The 8 at the very top of the messed up article could mean Dr. Fate (at least this one) is yet again an 8 drop.
As for Fate Has Spoken, multiple attacks/reinforcements with one character are good, but at the cost of no other plots for the turn, it hinges on how good Dr. Fate himself is.
