And here I thought they hadn't met till E1 Bat's went to E-2 and helped that Robin take down Hugo Strange.

They did play a little fast and loose with the time thing in those days. I remember a couple of stories where Batman's father was supposed to have been active in World War Two, as were Commissioner Gordon and Perry White. But yeah, it was odd to say that the E-2 Robin was the E-1 Batman's age in 1981, when he had been Robin since 1940.

The Fred Hembeck strip in question was published in 1980.
In my original question, I did state that the two characters had not appeared in the same JLA/JSA team-up at that point, which implies that they did appear in one together sometime after that.
Neither of those. And not only were Ray Palmer and Dr Fate both part of the Seven Soldiers storyline, they were on the same team that went back to ancient Mexico to rescue the Crimson Avenger!

I know the JLA-JSA events were annual deals, but I only read one before Crisis. Probably 1984's, with the Commander as the villain, and then 1985's Crisis tie-in.
