The only feasible lock you create is with fenrir, but trust me, then you really don't need the other cards. because even if you use circuit to kill their hand, as soon as the opponent cannot summon or set, your fenrir lock unravels.

Problem is that "tournament viable" Decks can vary from person to person...what one person thinks is/can be "tournament viable" may not be seen as such by other people and what people think is not "tournament viable" can be seen as a good one by others...

Surely just by looking through Deck Depot, one can be found.

How bout water/monarch build ?

With aqua spirits, hydrogeddon, mother gri!zzly, treeborn in the grave fast, and salvage, you'd have infinite tribute fodder. With barrier statue, you'd als stop their cyber dragon, taking away their fastest trib fodder.

That's one type of WATER build I've had when I tried to build an Ice Deck...unfortunately, there's not too many cards that revolve around ice =(

I was thinking of running a control water deck (duh)

using stuff like time seal, tower of babel, and a whole bunch of "bounce" as you guys call it. any suggestions?

Time seal is banned. Typical bounce water monsters include penguin soldier, nightmare penguin and gale lizard. Abyss soldier and hydrogeddon allow for aggro/control. Fenrir is great too, but you need the deck to accomodate him.

You can run a BES Crystal Core. Helps when your in a jam.

With Aqua Spirit, BES Crys Core, and running Windstorm in a deck, A water deck can really abuse the quickplay spell that draws you a card when a card's mode shifts.
