1.) No, unless a card effect specifically says otherwise or its activation takes place during other times (like searchers like Mystic Tomato when destroyed and sent to the Graveyard by battle, for example), then you can only Normal Summon, Flip Summon, or Special Summon monsters from your hand during your Main Phase 1 or 2.
However, if you are able to Special Summon a monster during your Battle Phase (like with Mystic Tomato or another card effect), then, unless an effect prevents you from doing so, you can declare an attack with that Special Summoned monster during that same Battle Phase.
2.) No, a Battle Phase doesn't end unless a card effect specifically says so (like Negate Attack, Ambush Fangs, etc) or the player themself decides to end it to move on into Main Phase 2. If the turn player Special Summons any Level 4 or lower monsters through the effect of Cyber Jar then, like with #1, they can still attack with those Special Summoned monsters barring any card effects that would prevent them from doing so.
3. + 4.) No, those kinds of Special Summons can only be done during your Main Phase 1 or 2 unless card effects would allow you to do so otherwise. In the case of Synchros, there's Urgent Tuning (Normal Trap). Contact Fusions-based Fusion Monsters do not yet have any card effects that let you Special Summon their Fusions outside of your Main Phase 1 or 2, but regular Fusions do have Super Polymerization (Quickplay Magic) or Summoner of Illusions (FLIP: Effect).
Though, Summoner of Illusions is merely a Special Summon and not a proper Fusion Summon, so you would be unable to Special Summon the Fusion Monster from your Graveyard or removed from play area when it's removed from the field.
You should probably check out and download the rulings from www.yugioh-card.net It should be answer most questions that have to do with Summoning, phases, etc.
Blue-Eyes Shining Dragon also can only be Special Summoned during your Main Phase 1 or 2 during your turn; not during the Battle Phase. You could attack with Blue-Eyes Ultimate Dragon first, but then you'd have to exit your Battle Phase and enter your Main Phase 2 to be able to then Tribute that Blue-Eyes Ultimate Dragon for Blue-Eyes Shining Dragon.
Unless a card specifically states that it can only be used a certain number of times per turn or, of course, only has 1 chance of activation (like a Monach when Tribute Summoned), then it should be assumed that the effect can be used as many times per turn as you like provided you can continue to pay any cost and/or fulfill any requirements the card may have.
In Snipe Hunter's case, you just need to be able to keep discarding cards and there has to be a card on the field that can be targeted by its effect.
So i was wondering if you can pay multiple costs with one card...
Situation 1: I discard phoenix gearfried to pay the cost of dark core and chain raigeki break does my discard satisfy the costs of both cards
Situation 2: I tribute phoenix gearfried to activate advanced draw will this also satisfy paying the cost of a second advance draw if i have it in my hand.
Situation 3:I tribute 1 monster to activate cannon soldier can this tribute also pay the cost of a tribute summon at the same time
does reckless greed stay on the field when you activate it?
Only 2 kinds of cards stay on the field after you activate them; Continuous Traps and Traps that specifically say so (like ones that equip to a monster like Kunai with Chain, Metalmorph, etc).
Reckless Greed is neither as it does not have the symbol of a Continuous Trap nor does it say to stay on the field after it's activated.
