In the recent tales, the way they're working it out, he's being "re-cloned" and the whole thing about him coming back as a Black Lantern (as is Supes of E-2 and Martian "died by a firey stick" Manhunter)... it all ties together.
Now, had you said something about it being "pre-crisis", I wouldn't of said anything about it.
Conner Kent is not yet back in any sense. When he was alive, he was never an enemy of the LSH. He may be slated for Black Lanternity, but not yet.

Ontiir was a Science Police officer who worked with the LSH, who was secretly a Dark Circle agent. This was during the year when there were both the glossy high-end LSH book and the newsprint Tales of the Legion of Super-Heroes with original stories. Ontiir was cloned from one of the Dark Circle leaders, as were all Dark Circle cultists at the time.
