Question: is it "block all attacks from all opposing figures on all friendly figures, or just all attacks from one opposing figure on all friendly figures?
If you perplex an AV you'd only get the AST if the perplex was needed for the attack to hit. However, when you perplex dmg, the AST is earned no matter what (except if the roll fails), but it really didn't assist the attack, it just gave the target one extra damage. This is a stat based on damage, isn't it? I think the only way perplexing dmg would grant a figure an AST is in the same case Poison gives an AST, which is, if that perplexed dmg would cause the target figure to be KOed.
Firstly, the current rule is 'Block all attacks from all opposing characters on any and all friendly characters'.
Counterpoint: That would eliminate Enhancement, half of the SHIELD TA, allowing a character to make a -better- attack (TKing for RCE vs Running Shot, TKing for CCE rather than a ranged attack), Darkness Within, and all other increase of damage moves for ASTs. It's not an AST to make the attack successful, no, but they're ASTs to make the attacks -better-.

In the WCA/FF game, all of the FF members still in the game have Stealth, and the BFC is Deep Shadows. Iron Man has Pulse Wave, and so far as I can tell, that is the only means by which Iron Man can attack any of the FF on his next turn.
If Iron Man's Pulse Wave is outwitted, does that result in 1 DFD? I think it's analogous to getting 1 DFD for outwitting HSS/RS/Charge, but I don't know if this particular situation has ever come up.

You'd have to put the character in 1. You can use the LOF tool on Peers' map for these kinds of problems. It's a very useful feature.
Hindering doesn't block LOF for TK.

FYI I will be sending in my team for round two shortly but I will not be able to post until 14th of September. sorry for the delay but most of my games end with in a week, so it shouldn't be bad
To that end, I'm going to facilitate these rules issues that have been coming up all of the sudden. We're going to vote on it, as a League. If someone could figure out how to put these in Poll form, that would be greatly appreciated. (Preferably not a public one, but a League one, I know Cur did it for his ranking system at the end of last season, but not until we get everything compiled first).
I think Cur did his polls at a time where you could add a poll to any thread anywhere on the Realms. They changed that so now you can only start a poll in the Polls/Surveys forum. But I'll see if they can make an exception just for us.

eh, if its that much effort, we might as well just keep it here. So far, it seems most votes are 'keep it as is' with maybe 1 or 2 exceptions.
