Definitely not Defend or TAs like Sinister Syndicate or JSA b/c those are not modifiers but rather replacement values. I don't think Outsiders will affect those at all. TA's like Hydra, PD, and SHIELD as well as Enhancement and Perplex I'm sure will be included. The grey area is things like Ranged Combat Expert, Close Combat Expert, Energy Shield/Deflection and the close combat version of HSS (where you increase defense by one).
It's been ruled that replacements are *not* modifiers. When the Rule of 3 was new, people thought it might nerf Defenders/JSA/Batman Enemy/Sinister Syndacte.
It would stop those Team Abilities also. You still have to anounce who is bebefitting from your Team Powers. Therefore you are declaring a target. Whether you have to roll or not is superfluous.
I would love to see it turn the target into pure printed stats. That's still nowhere near as bad as Outwitting, since all the target's other powers are still runnng.
It will just return some of the fun to the game of figures duking it out, without stacking the deck with a bunch of Perplexers.
You want a tough guy on your team? Pay for him instead of a bunch of cheap Con Artists.
We had to house rule at our venue that you couldn't have more than two of each generic figure.
The side effect of that though, is now it's hard to make Agent Teams, like SHIELD or Gotham PD effective.
It would prevent him from using his rce + trick shot, if that's what you wanted to do though. Although I do agree that it's generally worthless to try and do that to an hss rcer like Amazo, KC Supes, or Nefaria. You're better off just outwitting hss, then running a tie up piece next to them.
