What is the logic for giving 2 extra clicks of damage for RCE when you target one opponent but not being able to distribute an extra two clicks of damage when you have multiple tartgets with RCE?

Well RCE doesn't work when you target multiple characters per the PAC on RCE. (Which is why you don't get the +2 to your damage value.)

But from a real world viewpoint...the idea is that with Ranged Combat Expert you are working and concentrating on the shot so you get +2 to your damage value. If you are attacking multiple characters...you can't focus like that so don't get the bonus.
