Hey don't give me too much credit! I'm usually correct in my rulings but wrong on my explanations! That's what I keep Normalview, Heroclix1234 & Pyslocke'sLover around for!
Thanks to everyone for their comments on this. I really appreciate the feedback. I've been playing for several years now and sometimes still come across something that we haven't used much and need some clarification. Sometimes a headache.
One other clarification on this: I assume it doesn't matter if the PW fig is on the ground and there are some figs elevated? As long as they're within range it would hit figs whether they're elevated or not?
Thanks all!

Correct. As long as the PW figure can draw a LOF to the elevated figures, and it is within the halved range of PW, then the elevated figures can be hit.
THAT was my problem - thanks for bringing that up. It was EE I was getting confused with. I had a question before about using EE to splash damage onto a stealthed figure and that is where I got confused.
I always thought Pulse Wave was just something you 'set off' and affected everyone in range, but my vision got clouded by a previous answer in my background.
A grounded figure with Pulsewave cannot Pulsewave if they are based with another grounded opposing figure. Correct? That is one way to stop the Cyborg Nova Bomb.
Every relationship is fundamentally a power struggle, and the individual in power is whoever likes the other person less.

Correct. In fact, a lot of the big-bad-Pulse-Wavers are grounded: Cyborg, Dr. Doom (FF), Nimrod, Kang...

I beat a team with Nimrod by basing him with my vet Hand Ninjas over and over again. It prevented him from Pulse Waving during the entire game. He got off one ranged attack (his first attack of the game -- a TK.Running Shot combo). After that, each time he would KO an adjacent ninja, I moved another one up to take his place.
Stupid grounded Pulse Wave figures...
In my day, we didn't have Heroclix. If you were being attacked by Superman with a 3d dumpster, you just had to hope you could outrun him.

I've even subverted a Cyborg hooker-bomb with my Tked Doomsday once, actually....
The opposing player made the decision to wait until his second turn before doing the bomb, and he never got to pull it off. With 4 con artists, it really didn't work out for him.
...
Neither did my pulling out White noise as the BFC. And on a two-batman team too...that took FOREVER.....
