So just to clarify with Proximity Mines- if an opponent placed objects directly in front of your starting area adjacent to your figures, you would still make the roll for them on the first turn, but if they go off, they will be destroyed but you will take no damage?
Correct, so far as we know. However, if you check the order of set up (pages 9 - 12 of the Icons rule book), you'll find that you place objects (step #4) before you place characters (step #5). As such, there really isn't much point to placing objects next to the starting area anyway with Proximity Mines; you can just place your characters where they won't be near the objects even after first turn immunity is over.

What exactly is the rule?
In the Comprehensive Tournament rules (here: http://www.wizkidsgames.com/heroclix...les_Feb_06.pdf ). It is meant for tournament play (which is why it is in the HCCTR and not the Icons rule book) and doesn't necessarily need to be enforced in home games. Battle Field Contditions have a similar, tournament specific rule that says you can only have x-1 BFC (where x = number of rounds in the tournament) in your hand and you can't have duplicate BFCs. Obviously, in a home game, you can do whatever you want with BFCs.
Otherwise, the HCCTR is pretty much just a listing of how to run specific types of tournaments (sealed vs draft vs constructed), how to pair up opponents, what types of characters are tournament legal, etc.
1.12 First Turn Immunity
A character, which is still in its original starting position on the map, may not be attacked or damaged, except by friendly characters, until after each player has completed his or her first turn.

Battlefield Condition cards are tournament legal in WizKids-Sanctioned events. Battlefield Condition cards are optional for each player. An opposing player cannot stop a player from using Battlefield Condition cards. I thought special objects needed to be placed at least 6 squares away from a starting area...
So your saying...lets say for example: I got the higher dice roll,and decide Imma go last. The guy after me,rolls for eachquake,and gets 2 or 3. so everyones click thats grounded that hasnt went yet would take damage?

Could you please retype your post, I am not 100% sure what you are asking with all the typos. I think I know what you mean, but I want to double check.

Would everyone else's click that wasnt flying or hovering take damage that hasnt gotten a turn yet?

If you are playing with first turn immunity rules (and with 8 people crammed onto one board, I hope you are!!!) then, until the turn comes back around to whomever went first, all characters in their starting position are immune to damage.
In other words, if it is still everyone's first turn and a 2 or 3 comes up, only non-fliers that are not in their starting position will be dealt 3 clicks of Earthquake damage. As soon as it comes back around to the first player (and the second round of turns has begun) all characters are fair game.

For the record, you can't do that. If you get the higher roll you are the first player and you go first. You don't get to "choose" to go first or second.
You can always pass on your first turn, but it is still you going first.
