I'm sure you're right. It's been a few years since I read the issue... but it was a pretty blatant nod to Barry.

In the early 70's an issue of the Avengers and an issue of JLA both take place in the same town (Rutland, Vermont) on the same Halloween, and the writers of both books (Thomas and Wein) cross over from one into the other, although the heroes never meet each other.
The DC and Marvel characters DO actually meet proxies of each other, in the form of mind-controlled Halloween celebrants who've been given the powers of the characters they're dressed as..including a Kara Zor-El lookalike who's identified as 'Power Girl'. Remember now, this was in 1973
Another in Kingdom Come, during the scene where Superman is recruiting metahumans in the bar there is a charecter with white hair and a head dress that resembles Strom
Are you talking about Black Canary III? That's the only white haired, head-thingy wearing character I can find in those pages.
