oh, and recently Doom tried/did pick it up, but witnessed the Asgardian's cycle Ragnarok. in horror he left Mjolnir behind. a "stranger" with DB on his backpack now carries Mjolnir.
dont remember Storm ever usin' Mjolnir. Loki did make her the Goddess of Thunder durin' the AsgardianWars, but i dont believe Mjolnir was part of the makeover.
There is a trivia question in Marvel Ultimate Alliance that confirms Storm, Beta Rey Bill, & I think Captain America have all lifted it. I forget who the right answer to who hasn't lifted it was; but pretty sure these are the 3 that did based on the video game.
use galactus and put a red towel over him, say it represents surtur, he must have held it, he made it?! oh and ive held it, i have an inflatable one on my cd case...seriously

Not quite.
As Asgard's end was coming, Mjolnir was hurled away thru the dimensions. Doom saw some of the events. The hammer was hurling thru that area of hell, Doom grabbed it's handle and went with it, only to lose his grip on it as it was coming into the Earth dimension, where he let go and landed somewhere other then where the hammer itself landed. He found out where it was being kept, went to go get it, apparently forgetting the last time he tried to lift it he failed, so, he went to all that trouble, got to it and couldn't even budge it. So, with no point for being there, he left. And the only horror he felt was that he thought for sure he was worthy of the hammer... and he wasn't.
So, no, he never lifted it. The cover of teh book showed him holding it up high, but in the book itself, never happened.
I must have gotten confused on that. I can remember her becoming the Goddess of Thunder, but I thought that Mjolnir was involved.
Regardless, I am not seeing a well-balanced 400 pt team out of this list.
Maybe not "well balanced" but you could easily get four of them on a team:
Rogue (?)
Captain America (?)
Storm - 50 pts
Beta Ray Bill - 144 pts
Depending on the figures picked for Rogue and Cap, you may have a little room left over for feats. You could also toss in Thor themed pogs (Thunderfrog, Jane Foster) to round out the team as well.

IIRC (and I'm not promising I am, because that story was over 20 years ago), when Loki made Storm Goddess of Thunder he also made a hammer for her that looked almost identical to Mjolnir.

That stranger I believe is with Cap in the holding cell Civil War: The confession.

This is true. Loki had a new hammer forged, said hammer was bound to Loki's power so that he could control Storm (X-Men Annual 9). That's why I asked when Storm did use Mjolnir in my first post...

that's why i put tried/did 'cause the moment Doom grabbed a hold of Mjolnir he saw Ragnarok, and let Mjolnir be. they never really showed Doom lift it or not lift it.
