Assuming a soaring character has the probability power and he/she is attacked by hovering character,who uses a ranged attack,will the soaring character be able to "prob" the attack? What about a non-flier(who uses a close combat attack) with leap/climb in a adjacent square of a soaring character? Will the soaring character's "prob" work? Let's assume the attacking characters are not colossal/giant figures.

From the Danger Room rule book (page 29):
Soaring characters can draw lines of fire only to soaring characters, giant characters, and colossal characters. A nonflying character or a hovering character can, however, make a ranged combat attack against a soaring character, as shown in Figure 12b. Soaring characters can make ranged combat attacks against both adjacent and nonadjacent opposing soaring characters, giant characters, and colossal characters to which they have a clear line of fire, even when the soaring character is adjacent to opposing characters.
Even though PC is not an attack, your character must still be able to draw LOF.
Incidentally, everything discussed so far is spelled out very clearly in the rule books or PAC. I think we should all go back and re-read those documents; saves our little fingers a whole lot of typing

What if Superman is soaring and Black Bolt wants to hit him with Nova Blast. I know that if somebody is soaring that you would have to half your range already but for for Nova Blast would you have to half it again?
Why wouldn't you just have Black Bolt use his Running Shot / Pulsewave combo and have BB move into Soaring to face off against Superman? As far as I know, RS, PW and the Nova Blast feat work awfully well together.

I think he wanted to hit Superman plus all of Superman allies that are on the ground. It can't be done.

Yes it could. BB could PW on the ground within 2 squares (or is it 3? I can't remember BB's range) from the square Superman is soaring in and hit everyone in the "normal" blast range, and he would be close enough to Supes' soaring position to hit him, too.

Black Bolt has a 10 range, so his effective Nova Blast-into-soaring range value is 3 - always round up.

Would Nova Blast just ignore straight Stealth as well?

Not for awhile now. Used to be one of my favorite tactics with XP Iceman, but ever since... oh... Universe, I think, Barrier and Smoke Cloud have been changed to read:
BARRIER (OPTIONAL): Give this character a power action; place up to four barrier terrain markers (which are blocking terrain) on the battlefield in any square of clear terrain that is not occupied by a character and is within this character’s range. Each barrier .... or lost. A soaring character cannot use this power.
