I think Seth is becoming way too liberal when it comes to handing out defenses of 18.
A quick search in the Units gallery tells me the following: Among the retired sets (none of which were designed by Seth), a total of 55 non-colossal figures have a defense value of 18 or more somewhere on their dial. In the currently active sets (almost all designed by Seth) a total of 113 non-colossal figures have Defenses of 18 or more somewhere on their dials!
Add in the fact that there are more retired sets than there are active sets, and the math is simple: Lots more figures get 18 defenses nowadays, and you have to prepare for it in another way. It's just not as special as it used to be. 18 is the new 17, if you will.
But as Xocgx and superbleeder have said, with an upfront move-and-attack ability that's restricted to quake, this Hulk's alpha strike capability pales to most other comparable figures. On that first click, there's plenty of figures he can't hurt on a move and attack, and depending on the positioning, he's not going to be able to push for the bigger damage from CCE. Quake will cause knockback, so he'll have to quake again for his next action.
To put it in perspective, this Hulk (assuming he stays on that first click) needs three successful attacks on Common Batman to take him off his Out of the Shadows SP. Juggernaut needs one.
Basically, I think that's why his cost is so low.

Does anybody feel his point cost is actually on the money for this kind of thing? Let's look at other grounded bricks in the vicinity of his point cost: we've got E Juggernaut, from FF, at 140... he doesn't even come close except in the defense department. There's Piledriver who is... just worse. Hmm, we've got Namor from Avengers (that's not too far back), with his itty-bitty Flurry and CCE that doesn't even come close.
Thing is, though, all those powers still cost, and probably boost his price. Long runs of certain powers seem to inflate cost, too. See Juggy's full run of damage reducers, starting with high-value Impervious and Invuln. for 3 clicks each.
Top-loaded powers and numbers seem to cost more, too (appropriately so). Both the previous figs are very good to start while R.Hulk is a bit weak. He's also got his SP taking down his immediate damage potential considerably.
Finally, as Ultimates Thor showed us, powers cost more than pure numbers.

You know, i think it's about time we got a Hulk that people will ACTUALLY want to play, and won't get blasted before he can do anything.

Exactly! another brick of equal cost will destroy the Rampaging Hulk. He DOES have an awesome power, but it is totally reliant on the sitation......AND....IT CAN BE OUTWITTED!
Bricks are hard to make and price...heck, Vet Dagger can give this guy a run for his money and she's how few points??
Giving them Charge or charge-plus is a great step in the right direction...but they'll still get creamed from ranged attacks!

If you think he's unbalanced, play him. Print out his stats, grab an old hulk and play him on a team. Play against him. You don't have to wait for him to come out to see how he's going to play.
I think he's a but undercosted. For allmost half the points of AV hulk you get one with better mobility, a useful quake, more super-strength, better defense numbers. And a special power that will make use of all of his super strength.
Drawbacks, Lower attack values(generally lower by 1 on every click) and the loss of impervious.
Hmmmm. I know which one I'll be playing. Plus all I have to do is how up to get one. ahahaha.
I think he's just sick. He could easily cost more. So, I guess I'm saying, "he's really good for the points." Irony.
Anyway, the fact that he is a NGN piece,which is, usually, the most common and easy to get, takes any of the undercosted sting out of it. If he were a SR, he's go for $30 + and I would consider that a problem. Since anybody can get one for dirt cheap, it doesn't matter how good he is.
