A character never haves more than 2 tokens. The MoE team ability just allows you to push your character if they already have 2 action tokens, you don't actually give them a third.
If someone attacks you with takedown, they miss, and has zero tokens, they now have 2 and they take pushing automatically. If they attack and miss and have zero action tokens, and give their first token to someone else via Warbound or Edward Nigma, they woulds till take 1 additional token from the Takedown miss. Therefore they would have 1 token and so would the figure they passed the first token to.
Ok, so if the attacker already has a token when attacking, even if he Warbounds to someone else, for that action, he can't pass the Takedown token to a Warbound buddy. He must take that 2nd token and be pushed.

Correct. You can only pass action tokens via Warbound when the token comes from an action given to the guy passing the token.
"When a target friendly character assigned this feat is given an action, instead of giving it an action token, you can give the action token for the action to an adjacent friendly character that has the chosen keyword, has zero action tokens, and has a point value equal to at least half of the target’s point value."
yea in this scenario you state it would be pointless to pass the token. If you have a token, you attack with a close combat attack against a fig with Takedown, you miss, you have the opportunity to warbound the token, you wouldn't want to. You might as well take the token from pushing, if you warbound the token you would then take another, thus creating 2 tokens rather than 1.
