1) Range is no longer halved for TK attacks against soaring figures, so Colossus can toss a teammate against a soaring character up to 10 squares away.

2) If you assign Colossus Swingline, the soaring figure will gain Earthbound when hit by a Fastball.
Interesting observation, even if the range halving is moot. This is something that may actually come up, at least for me, since Swingline is so awesome on a figure with a move and attack power.

Choose a character. The character ignores hindering terrain for movement purposes. If the character succeeds at a ranged combat attack against a target opposing character with the wing symbol speed symbol, the target gains Earthbound until the beginning of its controller’s next turn.
I would think that because the attack is successful before it is resolved, the target would gain EB before the 'fastball' is placed, thereby avoiding the additional click of damage for placement in a non-adjacent square.

I don't want to talk to you no more, you empty headed animal food trough wiper. I fart in your general direction. Your mother was a hamster and your father smelt of elderberries....now go away or I shall taunt you a second time.
Nope, I just overlooked that part. I do that sometimes.

It depends on the figure. E Wolfsbane, for instance, has her highest AV on click 3, so for her 2 clicks of damage would not necessarily be a bad thing. The key, as always, is knowing the dials of your figures and decide when it is worth it.
Above all, it's a good way to bring down someone trying to hide in soaring - and if you manage to place a figure adjacent to them so they have trouble breaking away (a fig with third-click Plasticity, maybe?) it could very well be worth it... at least as long as you have some backup ready.
