BARRIER (OPTIONAL): Give this character a power action; place up to four barrier terrain markers (which are blocking terrain) on the battlefield in any square of clear terrain that is not occupied by a character and is within this character’s range. Each barrier terrain marker must be placed adjacent to another barrier terrain marker created by this character. If this character has a range of 0, it can place the markers only in adjcent squares. This character must have a clear line of fire to at least one of the barrier terrain markers. These barrier markers remain in place until the beginning of your next turn or until this power is countered or lost. A soaring character can’t use this power.
I bolded a bit more to clarify what I feel is one of the more confusing aspects of Barrier that tends to get a lot of questions: All the tokens must be in the character's range, but only one of them has to be in line of sight.

He sure would. Pages 42 and 43 of the LoSH rulebook go into a lot of detail about who is and isn't adjacent to giants, and clearly state that the adjacency is for 'movement but not close combat purposes.'
That right there says it all. Green Scar is adjacent for movement. The break away rules (page 20) tell us that he must break away when he is given any action that makes him move. The leap/climb portion of his special power is an exception, as he automatically breaks away when he uses it (but as others have noted, he can't move/attack while using l/c).
Even if GS was outside Devil Dino's adjacency when he began the move and attack, he would have entered it on his way to Jonah and been stopped.
If you want to play this in restricted (such as Floor), there are a number of tournament legal Barrier figures that cost less than 50 points:
I think Scarlet Witch would make a fine addition - when you rely on high defenses, it's always good to have PC. The fact that you have to push her to get to Barrier is a drawback though...

I had thought about Scarlet Witch - she's a 60 point dial in a 35 point piece. And cold dice are my recurring nemesis, so the PC is terrific...
But I love the idea of using Sue Storm to good effect WITHOUT the Alt-FF TA.

Although I also have an idea for 5 Statures T-Bolted to Batman TA, and 2 of them have ICWO...
