I'd like to agree with all that say yes, he can use it if after making the attack if Outwit is gone, but I don't think that was GD intent, and I feel that it will be ruled the other way, that he can't use it after.
BTW, I used him last night, and he was awesome. Dealt about 20 Damage (maybe more now that I think about it) and took out 330 or so points in figures.

No. Chaingun says "when the Punisher succeeds at a ranged combat attack". The success of an attack is determined when the die roll is finalized (all Prob Controls and modifiers are done). So if I use Chaingun and shoot at (let's say) a Green Lantern surrounded by 8 passengers, then that's 8 other adjacent targets to whom I have a clear line of fire. I can make 9 attacks using one action?
2. Is it better to revive an old thread to ask a question about the same power, or start a new one?

Bingo. And if you roll doubles, you deal penetrating. Not Psychic Blast, penetrating. There's a big difference.

better to revive an old thread, as long as the question is relevant to the previous discussion. IMO.

Not really. PB deals penetrating damage. Read up the new PAC

When you roll doubles with Chaingun, or use the penetrating attack of the Qwardian Thunderer, you deal penetrating damage, but you do not use Psychic Blast. Starro, Anti-Monitor, and most other Colossals are not "affected by... Psychic Blast...". Psychic Blast is penetrating damage. Penetrating damage is not Psychic Blast.

Why are you bringing up Repulsor Shield? It's mentioned in none of the posts above?
Because if you play in unrestricted, and someone has equipped that feat, you can go right through that Feat with Punisher rolling doubles with Chaingun or with the Qwardian Thunderer.
Repulsor Shield is what non-colossal figures use to ignore penetrating damage from Psychic Blast.
