Well he has Tripple Arrow Incap, you should be able to target one figure with no damage reducers to take the 2 damage from Stunning blow. So I would say still worth the squeeze.
I still don't think I would assign him a 10 point feat card just in case that would happen. It would be cool, but it's not worth the investment. I would do it if those powers were front loaded.
Just in case that would happen? When you put in an investment in something, you make sure it happens.
If a fig had Incapacitate and Exploit Weakness, with Stunning Blow added, would the SB damage be penetrating (in a close combat attack, of course)?
No, you cannot activate both powers as each requires its own close combat action to activate and you cannot give a character more than one non-free action in a turn. The reason BCF works with either of those 2 powers is that it activates when you give a character a successful close combat action, so the use of Incap or EW can serve as the trigger condition for BCF.

Since the team is suicidal, I laid the healing on pretty thick. The plan would be to TK Green Arrow into the fray, let him take a shot at some enemies, Compel him to do it again which puts him on his second click, Compel him to do it again with Incapacitate+Stunning Blow which puts him on his third click, Compel him to do it again with Incapacitate+Stunning Blow+Blades/Claws/Fangs, use the second TKer to bring him back to the team and get a use of Support on Green Arrow.
If my math is right, that's 13 to 18 damage in one turn with Green Arrow.
Second turn, use any available healing on the MCers and clear everyone else. If I can get a token on Chief's Manipulate on the first or second turn, I'd try pushing Green Arrow to smack the enemies some more.
Third turn, restart the process.
Edit: Dropped Accomplished Perfect Physician and Space Phantom for Icons Experienced Raven.

Space Phantom is just filler and tie-up.
I don't quite understand how you are going to get Green Arrow from ranged combat on actions 1 and 2 (I assume you want to use RCE and triple arrows to full effect?) and then have him in close combat for action #3. But if you can pull it off somehow, more power to ya.
...you do spend an awful lot of points on medics though. Some Probability Control could probably be just as useful in there to make sure you hit all those Compel rolls and roll high on B/C/F...

TK. TK him out so he'll be in range of bad guys then TK him back in so he'll be adjacent for Support. Mandroid Armor and Marvel Girl both provide TK.

I'm also killing my own characters a lot. Green Arrow is going to take 3 from Compel and each MCer will take 1 from Mind Control. I suppose I could drop one healer for PC.
Ah, light bulb! I can drop APP and Space Phantom then add Icons Experienced Raven. She starts with PC and gets Support. If I need more healing then I can push onto it.

Actually RCE requires a single target character, I don't think you can target multiple characters with RCE?
This came up yesterday, Arachne has both Incapacitate and Super Strength. If she makes an Incap attack with close combat attack, does she use the object she is carrying, and does that modify her damage value?

Yes, RCE requires a single target. On his first click, I'd use RCE; second click, Incap+SB+3 targets; third click, Incap+SB+B/C/F and I just realized I need a third TKer.

It depends. If Arachne is using regular Incap the object will not be used as it is a 0 damage attack. If she is using Stunning Blow, however, she will deal damage and the object will therefore be used - but she won't get any bonus for it as Stunning Blow specifies it deals damage equal to the printed damage value.

OK, the part about Stunning Blow and object makes sense, since it's how it's written on the Feat.
However, Incap is an attack that deals 0 damage. And the glossary states that attacks that deal 0 damage can have that damage modified. Critical hit deals 1 damage for instance. What stops objects and Enhancement from modifying the Incap damage? If replacements and modifiers happen at the same time, first you replace, and then modify. But the wording on Incap states that the damage value "becomes 0 until the action has been resolved". So is "becomes" a way to replace the damage value without actually making it a replacement value? And is that why modifiers on the damage value won't work, but modifiers on the damage dealt (critical hit) will work with Incap? This is the conclusion I've come to, just want to make sure.
Also where is it said that objects are not used in a close combat Incap attack?
