Not it does not say "targets'" (which makes some sense as, by default, it affects just one figure).

my arguement would not be with strange or lex's power but with the feat itself.
Brilliant Tactician
Prerequisites: Outwit and Perplex
Choose a character.
Outwit does not need to show in the character's stat slot in order for the character to use this feat.
When the character uses Perplex, the character can affect every target friendly character that shares a team symbol or keyword with it. The character must have a clear line of fire to each target.

it then affects everyone in your range whom you have LoF to, but if it was ruled the otherway by the all mighty WKs OOOOooooOOOooOoOOooooOOOoo ......then i am not inclined to argue.
and for those english junkies out there, Uses is not plural, it is merely stating the future tense.

Oh, be inclined to argue. If something doesn't stand to reason then it's obviously faulty regardless of who says or doesn't say it.
One roll for Dr. Strange and Brilliant Tactician is what makes sense. The reason being that both Wand of Watoomb and Briliant Tactician say, "When [the character] uses Perplex". The character only uses it one time regardless of how many characters are affected so it should be one roll.
One roll per character for Lex Luthor and Brilliant Tactician is what makes sense. The reason being that while Brilliant Tactician says, "When the character uses Perplex", Lex Luthor's Everything Has a Price says, "When he modifies the combat value of a target friendly character". When Lex Luthor uses Brilliant Tactician, that part of Everything Has a Price would trigger for each combat value he modifies.
i just wanna see if im wrong or not, but shouldnt someone with 2 lightning bolts be able to perplex 2 people and outwit 2 people? it makes sense to me...

No. The number of bolts indicates the number of characters a character can target for a ranged attack. Outwit and Perplex are not ranged attacks so the number of bolts do not apply to them.

This is really something that needs to get changed pretty soon. I like the BT card, I use it a lot in my higher point games. It's hard enough to remember which figure gets what perplexed. Now my opponent & I need to remember which charcter gets a modifier of 1 or of 2? That just takes the game to a whole new stall level.
Trust me, 1,200pt Mystic theme team with 19 figures shows how ridiculous that ruling is. Which is what I played, and had first mentioned playing when Dr. Strange was initially previewed.
I understand the ruling has been made, and that WK's play-tests every ruling/figure/card/map and game mechanic against the point formula so there's everything play's fair & easy. But I had to pull out five different colored poker chips with a 1 on one side and a 2 on the other. The color denoted the stat being modified & the number is what Strange rolled for each Figure.
I already had to think if I wanted a certain figure to attack or not each round, and depending on how the previous attacks went that can change from action to action. One of the disadvantages to BT is that all the Perplex happens at once, which is fine.
While I understand the ruling, I disagree with it as nperp most likely never play-tested this in an actual game with a good number of figures before making the ruling. If you'd like, nperp, I'll PM you my team. You can then play it in a few games and then let me know if your ruling on that is still a good one.

Based on the wording of Wand of Watoomb and Brilliant Tactician, the ruling really doesn't make sense. The roll happens when he uses Perplex. Regardless of how many characters he affects, he only uses Perplex one time.
the biggest boost of the new rules is the tk rules and giant rules, that tk rule is sick... I HATE BLADES/CLAWS/FANGS!!!

Their rules changed, yes, but they changed for the worse.
The ability to carry a figure is insignificant when they lost the ability to tie people up from two squares away and lost all of their adjacency stuff. My grounded giant immediately next to your elevated Green Arrow will not prevent him from making ranged attacks, for example.
