I thought one of the new rule changes was that characters with special powers that are worded "they can use this and that" are considered to possess those powers as to allow them to be assigned feats?
You thought wrong. Characters who can use powers meet the prerequisites for feats, but they are never considered to possess those powers.
Deathstroke (Crisis) can use double outwit on his second click.
Chase Spiderwoman is especially nasty with her outwit one power from a slot, then a followup regular outwit with Supenemy.
Pretty much any wildcard with an "sp" outwit. Hell, you could use mercenary and a Superman enemy and use a buttload of characters!! (Impossible man comes to mind)
However, going the Mercenary route complicates things a bit further. Since the Mercenary can only use the TA when he's adjacent to a more expensive Superman Enemy (who'd then get the outwit himself!) your Mercenary would have to be adjacent to both a more expensive Superman Enemy AND a less expensive one (or a less expensive Wildcard) to get the benefit if double outwit himself

No matter what the intent was, it has been ruled that using multiple Outwits is legal. Heck, M&M Leader can use four Outwits in one turn with the right setup - one from his SP, one natural Outwit on the dial (assuming he takes damage during the turn clicking him from SP to Outwit), one from being In Contact with Oracle and one from the Superman Enemy TA.
Poor Psimon has to settle for three...

Lots of places. I'll let you do the search. (I'd try looking for "Harpua Leader" in posts by nbperp to find confirmation.) It started with HSS and the Sentinel of the Skyways. If you begin an action using regular HSS and get a crit miss or Mystics to drop into the SP HSS, you have a new power and must stop.
