The Bystanders are a neutral, yet hostile force. So, yes, you'll have to stop as you move through them.
On the otherhand, surviving bystanders are basically free TAP, so say, 'stunning' them with EE Lightning, or something of that sort, you aren't losing -that- much . It's intended with the scenario that you're supposed to get in the fight. Along the lines of:
"Lightning Lad walks in, bumps into a guy, gets punched in the mouth."
or
"Lightning Lad, walking into the fight, electrocutes everyone, knocking them unconscious." (Hey, it's not the most heroic thing, but it get's the job done ; ))
Also, I had meant to add it at the end, but forgot, but Incap and Mind Control attacks successfully 'remove a player from the game', and earn you whatever you would get from a successful Incap/Mind Control attack for the player. In regards to Mind Control, you get the option of 'Sleep' that only works on the bystanders. You may also use Mind Control normally (to have them attack, ala' compel)

So I can't mind control them to just move out of the way?

Uh oh...it looks like I set up one of the Bystanders wrong. I put Bystander 7 in K15, instead of K16. I definitely wouldn't have moved Imra and Garth there if there was someone in K16. What do you think we should do?
