Yep, knew you can't use RCE or CCE on Barriers, Walls, etc.

My only question is would Doc have the LoF to place a marker at M-18 (especially depending on the order you placed the markers)?

For Barrier (and Smoke cloud, btw), only LoF to 1 of the markers is needed. As long as all 4 are in your range, you're OK. There's not an order to putting them up.
