Just remove 'other' and add 'opposing'. The way it is worded now all figures, friendly and opposing, take 1 click of damage.
I know this isn't the game designer's intention, but that is the way it is composed.
I'm fairly sure that is exactly what the game designer intended. It's supposed to burn everyone. It even burns Surtur if you use it two turns in a row. This is likely because Surtur's role in Ragnarok is to burn EVERYTHING to a cinder, including himself at the end. The figure is a reference to the Surtur Saga that ran in Thor in the 80's, with Surtur finding his eternal flame deep within Asgard (the requirement that he be in your enemy's starting area to use the power) and lighting his sword, then beginning to perform his mythological function. Ragnarok Surtur is designed to bring the whole house down, and I kind of like him for that fact.
PW and EE splash damage can all hit friendlies... part of the cost/risk of using these powers.

OK, it makes sense then. Thank you for the history of the Surtur Saga. I was unaware of that.
It's still a very cool power. I can't wait to battle through my opponent's figs, and pull it off.

LOL! I have a modified version of Cerebro in my basement. It allows me to peer into the minds of game designers everywhere.
Seriously, my ignorance of Germanic / Norse mythology is pretty great. Now that you and Vine explained it to me, the power makes total sense.
This is a really cool power..yet I kind of felt that it would have been better as a Trait since It is
RAGNAROK Surtur and he should be able to have it for the Length of his dial.

So will he be able to use it just with line of sight to opposing only, or can he hit friendly as well and does it have to be his range value if so that would not be cool. Just asking for my players want to know.

Given the wording of the SP, it would hit any other character (i.e. both friendly and opposing) to which he can draw a clear line of fire, regardless of his printed range value.
Man I used RagSurt yesterday in a battle royale. Needless to my friends weren't too happy with this power. The way I played it yesterday was that all characters including friendly took damage. We were also playing on the Crisis map so I saw everybody.
