9-10 movement would fit.
10-11 attack, maybe start with 10, work up to 11 before dropping back down.
A 19 defense is too much, he's amazing, not godly.
3 starting damage for a few clicks, then down to 2.
I'd like to see a Spidey with starting Stealth (even though a wildcard can steal the Batman TA), he actually does a fair amount of snooping around. Flurry on his last couple of clicks is fitting.
Incapacitate is good to start (or a special double version like the Avengers Spider-man), Super Strength (when his damage is 2, SS with 3 damage doesn't fit IMHO).
Super Senses to start, switching to Super Senses & Combat Reflexes (see: Spider-girl), finishing with Willpower.
Start with Perplex (concentrating on ducking gunfire could bring up his defense to 19 I suppose) for about 2 clicks, should finish with Outwit.
6 range, 2 targets, Spider-man TA.
Keywords: Reporter, Fantastic Four, Scientist, Marvel Knights (maybe Avengers depending on if it's a current version).
Maybe give him a special power that lets him tag a webline onto someone from range. Like: Spiderman can use Incapacitate. Spider-man may target a single opponent with Incapacitate up to 6 squares away, if successful the target must break away as if adjacent in order to move until the beginning of your next turn.

Thanks for all the comments. I have a few things to say.
1. This is a recent Spider-Man. Not from the past.
2. I think 19 for only one click, which would be the first click. I also agree with the stealth, but I don't know. The way I'm thinking, majority of it, he's using flurry. He has an 11 for the first click, and it slowly declines. Damage goes from 3 to 2, but not until after three clicks.
3. I agree with hitting two targets though.
4. Range will stay a 6.
The Standard powers I gave him are:
Leap/Climb (trait)
Flurry for 6 clicks (out of 7)
Incapacitate on the 1st, Second, and fifth click. (3 clicks)
Super Strength on the 2nd, and third click (2 Clicks.)
SuperSenses on 3rd click and 5th click (2 clicks.)
Combat Reflexes on 4th click and 6th click (2 clicks.)
Toughness on the last click. (1 click)
Outwit on the third click and last click (2 clicks)
Perplex on the 4th and 6th click (2 clicks)

I've practically finish the stats and such. The one thing I want to move onto the most is the figure.

This depends on your resources. If you can sculpt then this will become quite a bit easier otherwise you might wanna use something as a starting point. The best place to go is a miniatures hobby store...they provide different kits for making figures and the equipment to prep and paint them. Mind you it won't be cheap. You have to decide what type of material you will be using for the figure and how to get the name/range/cost on a dial. Your other option is injection molding but that requires a lot of other crazy stuff. Let us know what you are planning and how your Spiderman project is progressing.

I have photoshop, that is why I needa really good picture of a dial. That way, I can easily print it on some special sticking paper that'll easily go onto the dials. The biggest concern is where to get the things I need for the sculpting. I may just use a couple of figures, but in the end I plan on making it possible to make a surplus of the figure. I do plan on only being able to duplicate the figure, and that's about it. The rest, will be able to print off of. I do plan on commenting how well it is going as the time goes on. I think I may have to put the sculpt on hold, and first get the dial all finished. Right now, I'm waiting for Dial Maker to be able to make the dial itself.

I would change the trait to this:
Trait: Spider-Man ignores all terrain and their effects, except walls and indoor blocking terrain, for movement purposes.
If we're talking about the best Spider-Man ever, he has got to have at least one click of 19 Defense. I think he should never drop below a 16, either. Spidey is hard to hit, period.
I'd say his attack should peak at an 11, whether that's at the beginning, or more of a "Spidey pulling out all the stops" end of the dial I'm not sure.
Damage should be 3's and 2's, with CCE or Exploit Weakness, although if it's EW, probably just a single click w/ 2 damage, as he's usually not that ruthless.
A trait with either Super Senses or Leap/Climb would be ideal. I think both would be too much. I'd say whichever one is less likely to be countered comic book-wise would be the trait. Whichever one isn't the trait should still be represented in some form for a majority of his dial.
A Taunt type power or a Perplex that only does -2 to represent the nonstop quips throwing off opponents.
Any other combination of usual Spidey-type powers i.e. Incapacitate, Super Strength, Flurry, Outwit, CCE, maybe even some Charge or Running Shot. I especially like the on him.
i agree with Thunderclese, the last click should be either 16 or 17. The trait will be great with flurry when you add the lunge feat. Taunt would be neat, but there is a feat for that. It seems the dial would be around 85-100 points.
For sculpting it would be awesome if you could do the Torment cover from the first link, but last link with him leaping across the wall would be great too. You could use the SI Spidey as a base for the fig as well for that pose. I know a lot of people use sculpty, but I think that is primarily used for modding a current fig. you may want to ask some of the people on the forums who post their figs what they use. They seem willing to share their techniques.
p.s. I love the super power of SS and CCR. 20 and 19 CC defense is exactly what he should start off with.

Yeah, Carrying ability is nice. I didn't realize that.

Yeah, but what about people? He'll have to break away.
The new dial is pretty nice too, though I think the lack of flurry should be switched form the 3rd click to the 7th click. It will work great with the willpower there.
That taunt sp is so much better than the feat. I like the higher defense values, 16 is a good bottom for him, and the transporter ability with that mid dial spike in movement will help him "rescue" figs just like the comics. Great, just great.
