I always figured it was the clix that clicked through on *those* e-mails....
Though, in actuality, it more seems to represent the ability of a character to identify weaknesses or strengths and inform, rather than act, on that information (outwit seems to be a more 'act on it'.)

The one that's always puzzled me is US Agent. Enhancement on Johnny Walker... Sigh... But if it's supposed to represent his leadership prowess, then maybe I can understand it better... but it's still a head-scratcher.

When it comes to Superman and Batman, Grant Morrison is nothing but a 50's cover band in a 70's psychedelic funk style.
A lot of the time Enhancement can be seen as cooperative tactics in which one guy helps his fellow to make better attacks. Laying down some suppressive fire so that your boddy can take a more careful shot, for example.

No, I can get that. Walker is a trained soldier; in a firefight he won't just take out the enemy, he'll give supporting fire or suppressive fire to assist his teammates.
With military characters like U.S. Agent, it is their ability to direct fire from their most effective troop to the hardest target.

I guess these explanations can also be applied to explain how a 15 point SHIELD generic can take an action to boost Silver Surfer's damage.
I'm not sure how much I can accept a rational explanation of the SHIELD team power's new range extension aspect:
Shield Agent 1- "Here Surfer... Use my rifle's scope to fire your cosmic power farther!" (+1 range)
Shield Agent 2 - "Good Idea. Take my scope too." (another +1 range)
Sharon Carter - "I have intel that places the enemy at these coordinates. Fire there even though it's farther away than you can usually affect" (total +3 to range)
(or something)

To be fair, it's not that much a stretch to believe that S.H.I.E.L.D. would have tech that could enhance (see what I did there? ) range or damage dealt for the Surfer.

I would see it more as a "these foolish humans have placed themselves in harms way. I must protect them." kinda thing. That goes with anyone teamed up with shield. Here they are shield trying to stop a big bad and are out of there league. Now they have to try harder to save them. It could be rationalized a dozen different ways. I think these powers make sense on who has them.

The Hulk was holding up the mountain while Reed Richards used some bits from Spidey's web shooters to create a device that allowed the Human Torch to Nova Blast directly into Iron Man's Repulsor Rays and which then blew a huge chunk out of said mountain.
That's what I call "Enhancement".

I thought you were going to go with making the Hulk madder to help him hold up the mountain. Enhancement all over that story.
I mean, the Red Hood (the Joker LE) has Enhancement.

I always thought that he had it cuz everyone was scared of him that their shots were more likely to kill/maim rather than just take an opponent out of the fight.
An argument for Enhancement on just about any character could be made.
In other words, most folks who get it are semi-arbitrary. Along the lines of "let's give some more people this power in a way that balances the set, the universe, the sealed boosters, the state of unretired characters", etc.

Nobody was scared of the Joker when he wore the Red Hood outfit.
