I just wanna double check to make sure I don't do anything illegal in the rules and use these things wrong. I just thought I remembered something a while back about not being able to use Bat Ally in this way. But thought maybe you could now.

Since we are clarrifying Feats, can a character possessing the power or trait use the feat at any time or only when he has the power on his clix?

ie. I give elite sniper to Winter Soldier (he has RCE). Can I use the feat only when his dial shows the RCE or at anytime?

in order to use the feat, yes, the power has to be showing. also, if someone counters that power you can no longer use the feat. until of course, your power 'comes back'.
