* Doom has so he can dual target and I would presume he would split his damage normally on the targets and splash damage would resolve normally. Or since it says "deals damage equal to his damage value" does he split his damage?

i mean it does not get clearer than that it says right there that each character targeted by doom is only dealt his damage value. But they do not take additional damage if they are adjacent to each other.

To clarify then, when using "Kneel Before Doom" you do not split up hs DaV when targetting two characters. Both take the full DaV then those adjacent take splash damage (unless one of the adjacent figures was targetted).

So the targeted figs receive Doom's damage value, and the splashed figs receive 1 damage per splash. So if you can modify Doom's damage to 5, and attack 2 targets with this SP, both targets will receive 5 damage. Correct?

Pretty strong power. On his 7th click he can deal up to a modified 6 damage to 2 targets. Deadly. Only wish he had that on his starting click.
you know who can for way cheaper? Hitman with perplex/Enhancement
i love running him with Gotham City Detectives.
That means +3 Dam and on average +2 attack.
And those PD guys can deal it out to with 2 damage and 100 attack then add in PD and enhancement its a nice little army to deal with.
Also Gotham City keyword to top it off.
granted range is not as great but hey it does its job.
