As a player who has faced them many times in tournament play I can testify that it is equally frustrating trying to KO them before the clock runs out. More often than not, they'll take a good chunk of your team in Victory Points, but for you to win you often have to take ALL their points.
This alone is reason enough to allow certain figures in 'regular, as-a-force' play.
Sorry, but what's the fun/point in that? I really don't get it? Why not make taking him out a challenge, instead of a guaranteed win? So you want the game to end in one turn?
Starro is a very badly designed figure, in that most Starro games come down to one of two outcomes - either Starro is defeated in a single turn (normally after a few turns of preamble), or Starro defeats its opponent (who obviously scores no points) and ends the game on his top click. There is very rarely any middle ground.
And that means that in 90% of Starro games, one of the players has an unfun game. I call that bad design. His Alien Starfish healing power is the main culprit, being entirely over the top.

If a person plays Starro, you can basically guarantee that one of the players in each match will have an un-fun game.
Want to defeat Starro? Use a Charge-Flurry(-Super Strength) character; bypass his damage reduction (such as via a Shield Disruptor or the Meteorite); and then Compel your Charge-Flurry monster to attack again before Starro can heal.
A 600-point Starro takes eighteen clicks to KO. A properly supported (TK and Perplex) KC Superman or SI Namor can easily dish out this much damage With Charge-Flurry and Compel. Choose your map well (the Supernova space map is great against Starro) and use a strong BFC, and you can reliably KO Starro in a single turn. I've done it.
That's zero fun for the Starro player, but as I said - Starro is badly designed.
I do like the idea of using Darkseid's Omega Effect to move Starro away from his starrophytes; once the max number of starrophytes are placed on the map, moving him more than six squares away from them all will prevent Alien Starfish from being used. You're still well-advised to KO Starro as quickly as possible, but you could probably afford an extra round to do it.

to allow? or not to allow?

Sorry for being unclear. I don't think multi-dial figures have a place in regular play, nor do I think figures with power/stat outliers really belong either.
Would any Starro or Galactus player think it was fair if they couldn't get ANY points unless they KOed the entire other force? Probably not.
I dislike the OP's team. Most people aren't going to be aggressive with Starro. Why should they be?
To say nothing of 12 Hypertime Harley Quinns. Really?
(Of course, I'd just wait until you got close, then mind control your Superman into being my pawn. Deal with THAT, haha.)
For that matter, what's to stop Starro from Mind Controlling Darkseid into ripping people up?
And some people lets give Colossal figures a chance. Starro is the biggest
A-hole to make the Heroclix scene, not only does he live foreverno matter how much damage you do to him, he takes control of other figures multiple times in one turn. If any figure in this game needed a sign stuck to its forehead that said "I win if you don't 1 shot me!" then I nominate Starro. I don't mind the other Colossal's as much as Starro because the others you can actually whittle down over time, but nooooo, Starro eats his babies and is back to full clicks. Fair I think not, so more rep to the OP for coming up with a team.
And to quote W.I.T.
"We got together (3 of us) and made a team to 'destroy' DP. We included Perplex to Perplex down her 19 TK to get out there,"
you weren't able to perplex down defenses back then.

New to me, I thought he could just make more once he was moved away from them.....possible ideas forming.

That might be a fair way to rule it though. I've seen too many games where Starro/Galactus are afraid to leave their start zone until the last 10 minutes of the game. Putting them on aggressive might make them easier to deal with...

Its kinda like in MMA when someones fighting for the belt, the contender has to do whatever it takes to win while all the defender has to do is fight defensively. He's not gonna do anything rash to risk a loss. Same instance here, if the player knows they have a win then why would they go on the aggressive if they don't have to.

You sure were able to Perplex down You can Perplex up/down any stat you want, and have always been able to do so, and least as long as I've been in the game (5 years).

Sorry, my bad on this one I was thinking of the boosting defense for your figures on your turn, that was the only thing that changed since FF4 starter. It never really had a purpose before because of how perplex was designed.
Ok first off this was only a exercise for myself. I do them all the time. Put a team together and beat it as fast and easy as i can. Its training for tourneys and yes if i have to bring cheese to one to win I do. BUT thats not the only time I play. 2/3 of my games are just for fun and theres no way i would use this for one of them. The cheese stays home. But thats me Im two different players. One for prizes. One for fun. And Im not saying Im the greatest player in the world far from it, Thats why I do exercises like this to get better. Few years ago when the bigger tourneys where happening I would look at the winning teams and try to figure them out in stead of reading how they worked. Then try to beat them. Dont we all? If you want to get better thats what you do pratice.
Anyways thanks for all the feed back. It is very much appreciated.

What? So let me get this straight your two different players who plays for fun and prizes, but you say you only leave the cheese at home. So what do you do when Starro is blowing you kisses across the table? Smile and scoop or take your lumps?

In a tourny take my lumps. Im not giving away free points and who knows i might get lucky. Im not going to build a team to kill starro for a tourney. I'd kill him and get wiped by everyone else. Playing for fun I build a fun team win or lose it was fun.

I kind of figured that's what the 'confusion' was. It's all good.
