We just played this Event Dial two Friday's ago. There were 5 players and we used two 3'x3' maps side by side. This happened to be my favorite Event Dial to date.
This is true of your Insane character when your opponent uses it at the beginning of your turn. For example, the opponent to my left is controlling my Secret Invasion Iron Man. At the beginning of my turn, he uses Iron Man's Extremis Special Power to Outwit one of my characters. That is the only action he can do that turn. However, after my turn, it is my opponent's turn to the left...
..."and the Insane character can also be given actions normally on that opponent's turn."
Now that it is my opponent's turn, he can use Iron Man normally, giving him as many actions that are normally allowed. He has already used his Outwit, but he could now Perplex up or down a Combat Value using Extremis, and then he could perform a Power Action and use Running Shot.
Umm.. no actually he can still use outwit- which was my original point.
if he outwits as the "bonus" action during my turn, it happened during MY turn. Outwit is usable once a turn. when he acts normally on the controlling players turn, he can use outwit again, because its a different turn. so he'd use two outwits.
but doing so eats up the "bonus" action.

Are you sure? Outwit lasts for the whole round, not for the turn.
I would say he couldn't use Outwit again until the next round.
Am I wrong? Any RA want to comment on this?
I love this event dial, so the clarification would be very helpful the next time I run it.

When in doubt, check the PAC:
OUTWIT Once during your turn (but not during another action), as a free action this character...
So, if a character somehow acts on consecutive turns (say, my Outwitter is Mind Controlled by my opponent), it absolutely could use Outwit again. Just because the effect lasts until the beginning of your next turn doesn't mean it couldn't be used again if the conditions are just right...
Oh, and for what it is worth, there is only one RA: nbperp. The rest of use Orange-types are Deputies

nope.
the controller of the insane character absolutely can outwit something, and that outwit will last till the start of his opponents next turn. He can then outwit again during his own turn, and this second outwit will last until the start of his own next turn.

Not quite in this case : MC happens during your turn, as does Compel, so there's no reasons you cannot use the "once during your turn" outwit.
But here you can give the Insane character you control an action during it's owner turn, not yours. So the "once during your turn" limitation on the power should prevent you from using it at this point (although you could perfectly use it when your own turn comes), I think. But I may be mistaken.
