I'll have to pay close attention to this one once it's out. I haven't used smoke cloud much nor seen it used often. See what kind of tricks people use with it other than helping with stealth and defense bonus should be interesting.
I hardly ever use Smoke Cloud, but the other strategy I've heard is to use it to slow down grounded characters.
Not that he's a terribly useful or popular figure, but I'd also nominate Floronic Man, if only because he can naturally pump out more "smoke" than anyone else.
AA Robin, as mentioned already, with Stunning Blow & either Alias or FlashBang and now you have a Stealthed figure that can attack into Stealth and is the same cost as his Crisis counter-part.
some of my favorites:
Floronic Man- This guy can place eight squares versus the normal four.
Toro- Similar to Nightshade, just has to have three adjacent to a figure.
SI Mole Man- Not really Smoke Cloud, but he does leave hindering terrain all over the place with his SP.
Element Lad- He gets to remove Hindering at the start of the turn for free and back-dial he can then replace it himself. Pull those Stealthers out of hindering and then hide your own after the attack is made.
Vet Badoon- Mostly over his Exp version because he can have two Exp figs attack & use his Enhancement then hide all three of them after the attack.
A third of the figures from Collateral Damage that sport full dials of the power?
Any figures like Mass Master & Spitfire that get to place hindering terrain after moving.

EDIT: For the time it came out, R HIVE Trooper was really good at keeping the vets in permanent stealth while shooting for 5 in turtles with the exps Enhancement boosts.

Starter Human Torch, Mass Master and Spitfire with their Move and leave a Smoke Cloud?
Let's see, top pieces for smoke cloud? Here's what comes to mind:
Rookie Hive Trooper: Cheapest smoke cloud in the game
Floronic Man: For being able to place 8 tokens of smoke cloud
Anarky: Smoke cloud grants him a free move action
Nightshade: Damage-inducing smoke cloud
Robin (AA): Smoke Cloud grants free attack
Batman (AA Sinestro Corps): Free smoke cloud for perm-stealth
Batman (AA Lamp post): Can use Smoke Cloud as a free action if he has no action tokens
Mass Master: Free smoke cloud where he moves
Toro: Damage inducing smoke cloud
Spitfire: Can leave smoke cloud behind much like Mass Master, but can use it with her hss.
Honorable mentions: Firefly (more of an EE piece with smoke cloud benefits), Red Arrow (can also lay down smoke cloud after using EE), Human Torch (Free smoke cloud where he moves, but way more expensive than Mass Master), some of the low point pieces with smoke cloud and willpower.
For the most part, if they don't have some super-smoke-cloud special power, they don't impress me.
I don't have a pic of Wolverine, but I do have one of Morlun with Smoke.
Also, I completely forgot another figure I use for his Smokecloud.
Red Arrow. He's more of an Energy Explosion figure, but it's a great combo to hit the surrounding DEO agents for one and then slow down the target of the attack.
