Wasn't he originally Black to synergize with the movies at the time?
From what I have read, yes, Batman TAS Two-Face was black. Billy Dee Williams played Harvey Dent in the Burton Batman movie, as has been stated in this thread.
As for DCAU characters who are black and have "Black" in their code name, John Stewart (GREEN Lantern) takes exception to that rule.

How quickly they forget that in his initial appearance in the comics, Stewart HIMSELF insisted on being called "Black Lantern"

You kind of have to read that other thread to see the genesis of the comment. After I cited numerous sources confirming that Dent was black on B:TAS, the other guy tried to turn it into a "fixation" thing on my part (despite the fact that the assertion by me [and many many others] that Dent is black really seemed to bug him). So that was my little backhanded swipe.
I forget where I saw a bit (Irredeemable?) where a black hero with electrical powers makes this side comment about how stereotypical he was. Cracked me up.

Yep, that's Volt in Iredeemable (my brother just leant me the first two trades) who also continues to make digs at the racists around him by dropping into 'rapper speak' whenever they look oddly at him when he talks politely.
