I thought so, too and tried my best to make him work.
What happens?
first off choosing a Quarry is crucial. As soon as you pick something it will move far away from you. At which you will only face figures with your 10 attack.
Well, herein lies a dilemma. What's the build total? And is this running person consistently running away from you? If so, choose his best figure and make that your Quarry. Gee, looks like Zoom doesn't want to fight, so go to town on the rest of his figures. Also, consider Dawnstar. She buffs Lobo's attack to a 9, or a 13 against his quarry.
Alternately, pair him with a high-move phasing figure so that when the quarry runs, your secondary attacker goes and finds him.
Can you put Shellhead on Lobo? I'm not sure if you can or not, but now if you push him, that 17 pops up to a 19.
All that said, I really like the General as an alt fig.

And there in lies the problem. Zoom is happily pummeling the multiple # signs out of Lobo's team while Lobo is getting swarmed and shot up, flailing away with a 10 attack (at best) and an 8 pretty quickly.

Not sure of your point. What does another figure have to do with Lobo? So, in your example, your Dawnstar goes after Zoom. Point? Are you saying to carry Lobo when he gets knocked to his Earthbound clicks? That could work - a 250+ point combo to try and hit Zoom for 2-4 clicks. Seems wasteful to me.

Okay - so I outwit defense and its a 17 unprotected. Or I wait until he clears and pop him for 2 damage and he is the ubersuck.
If Lobo was 150 points he'd be mediocre. If he was 120 he'd be decent. At 207 you have to do what W.I.T. suggested and bloat him to 300 points - and pray your opponent doesn't have Pulse-Wave...
I've tried him a few times and he wasn't even close to being useful for me. He was KO'd about 5 turns in without hitting anyone. So I promptly traded him. Mind you, I work my tail off using some stink pieces.
Look through countless threads and you will frequently see my comments focused on the positive, no matter how minute, a figure CAN be. Lobo, however, is my Waterloo.
Visible Dials and Pushing Damage need to be optional. This is the way.
High defences, exploit weakness and regeneration = Lobo-ish
In an ideal world, Lobo would have 18 Def with toughness front dial and 16-18 with a sp granting automatic regeneration for the back. Then a trait if Lobo is KO'd, roll a die. On a 5-6 people want his series to continue and he is returned on his last click. Otherwise it is back to obscurity for a while

No, this wouldn't be Dawnstar, maybe someone like Black Flash if we want to keep theorizing Zoom as the enemy. I'm pretty much in agreement with you, the main man just...isn't good as your main man.

I was just thinking....
• If Bounty Hunter is outwitted, when it returns, a new opposing character may be selected.
Whats stopping you from picking a Quarry knowing that the Quarry will flee. Then, when swarmed with other attackers, outwit Bounty Hunter. You are then free to choose another Quarry. Choose a attacker within his range!
You have effectively caused a attacker to stay outside the fray with the initial Quarry and rope-a-doped unsuspecting attackers in to moving in his range thinking his will be -2

Winner, winner, chicken dinner!
Looking at Kurse's dial you swear that was Lobo if you did not know better. All that dial is really missing is a damage value that does not drop below a 2 or at least BCF on the clix where he has no attack powers.
