At my venue we do not use the special rules on maps for tourny's mainly because of the old tournement rules or was it a house rule cant really remember. but the old rule was that special terrain on maps was not used. perhaps the RA or a deputy could back that up or correct me if im wrong.
In our local tourney setting we made a house rule everyone agreed on. The orange squares block LOS to and from it, unless you actually do shoot out of it then for the next turn you can shoot into it as well. Seems to work well for us and discourages turtling.

Your judge can use whatever rules they like.
If you are asking what would be used in an official tournament, like Gen Con, any special rules that the map might have would be followed unless the map specifically states otherwise. For example, compare the Asgard map to the Graveyard:
Fountain of Asgard
Squares inside the boundary of an orange line are bridge terrain. Bridge terrain is clear terrain, but when a character is moving as a result of an action assigned to that character, they can treat squares of bridge terrain in the same numbered row as adjacent for movement purposes only. (Not for tournament play)
Graveyard
Orange squares are hindering terrain for movement purposes and clear terrain for line of fire purposes. Any line of fire drawn to a character occupying an orange square is blocked.
In an official tournament, the Asgardian map either wouldn't be used at all or, at least, the Rainbow Bridge rules wouldn't be used. No such rule is in place for the Graveyard (or most any other map, for that matter).

Why was it deemed that the Rainbow Bridge was not tournament-worthy?
One thing to remember while in the graves, you can't target yourself AT ALL with prob/perplex or anyother power like that. Seems like its not a big deal, but it really can be, trust me. My opponent thought he was bein sneaky jumpin in there, but when he missed me and tried to prob it I called foul as he can't draw line of fire to himself. I still lost, but I almost won because of that. If he had stayed in the open, PROBably wouldn't have been close. I hate prob... ;.>

Yeah this happened to me the other day, I totally forgot that I was in there.
I normally keep my support figures here, like medics, perplex, anyone with CP.
What about self perplexing? Can you draw a LoF to yourself or is it to dark in the hole to target yourself? As in when a stealthed character has to cancell stealth in order to self perplex or be seen by PC
EDIT: Sorry, I didn't read the reply prior to mine till later. But just to double check then: You CAN'T see yourself and therefore CAN'T target yourself with Perp or PC. I´ve been tricked, someone did it few weeks back

No line of fire. It doesn't specify a source. So you cannot target yourself while occupying an open grave.
